IRS Proposes New Requirements for Charitable Hospitals
April 5—The IRS has issued a proposed rule guiding charitable hospitals on how to conduct community health needs assessments (CHNAs) and meet related excise tax and reporting obligations.
Charitable hospitals must conduct a CHNA and adopt an implementation strategy to satisfy the community health needs identified through the assessment at least once every three years, according to the proposed rule, enacted as part of the Affordable Care Act. The proposed regulations also clarify the consequences for failing to meet these and other requirements.
Comments and requests for a public hearing must be received by July 5, 2013.
The IRS also announced plans to finalize other charitable hospital regulations proposed June 26, 2012, regarding financial assistance and emergency medical care policies.
