Starting in 2015, Medicare will begin phasing in the value-based payment modifier, marking CMS's most significant effort to tie payment with value for physicians. Further, a mechanism similar to the value modifier is central to the various proposals to replace the SGR that are currently working their way through Congress. It is important for hospitals and health systems to understand the implications and plan accordingly. By providing physicians with data and linking their payments to cost and quality outcomes, the value modifier will not only impact physician payment but could shift referral patterns as physicians steer patients to high-value providers.
