Board of Examiners

The Board of Examiners (BOE) is comprised of content specialists responsible for each certification examination: Core, Patient Financial Services, Managed Care, Accounting and Finance, and Financial Management of Physician Practices. One member of each group serves as the group leader and is a member of the Executive Committee. All members of the BOE serve a three-year term. 

The Executive Committee has six members, one from each of the examination groups and the chairman of the Board of Examiners. Board of Examiner appointments are made by HFMA’s Chairman of the Board of Directors.

The BOE meets twice a year, the specialty groups meeting for a day and a half, and the Executive Committee meeting for an additional half day. One meeting is coincident with the ANI, the other takes place in early December. There are times when work is required between meetings.

BOE Responsibilities

The Certification Process. The BOE is responsible for ensuring that the certification process is working properly, both for the member and the Association. They are also the first body that evaluates requests from members for variances or interpretations of the stated rules.

Certification Maintenance. The BOE is responsible for ensuring that the certification maintenance requirements and processes are both appropriate and effective. The BOE also evaluates variance requests from members in this area.

Examination Scoring. The BOE works with a specialist in testing and measurement to set and monitor the pass points for the examination and overall exam performance.

Specialty Group Responsibilities

Examination Development. The specialty groups approve the content of each examination based on guidance provided by the Executive Committee.

Question Evaluation. The groups approve questions for inclusion in the question pools and re-evaluate question performance on a regular basis.

Study Materials. Under the guidance of the Executive Committee, the specialty groups work with HFMA staff and content experts to create preparation aides for the certification program.

Margaret (Peggy) A. Deming, FHFMA, CPA, MBA

Chair of the BoE

Peggy is the Executive VP/CFO at University Health System in San Antonio, Texas.  She has been an active HFMA member since 1991, holding various leadership positions in the chapter including Chapter President and Board Member.  In addition, Peggy was on the HFMA National Advisory Committee (2004-2006) and a member of the PFS Task Force Committee (1992).  She earned the following Founders Awards: Muncie Gold (2001), Reeves Silver (1996) and Follmer Bronze (1991).  Peggy earned her CHFP in 1997 with a specialty in Managed Care and became a FHFMA later that same year.  Peggy will serve on the BOE through 2010.  

Rebecca L. Speight, FHFMA, CPA

Vice-Chair of the BoE

Rebecca is the Controller at OSU Medical Center in Tulsa, Oklahoma. She has been an active member of HFMA since 1998 and served as Chapter President in 2006.  She is a recipient of the Muncie Gold (2006), Reeves Silver (2005) and Follmer Bronze (2003) Founders Awards.  She earned her CHFP in 2001 with a specialty in Accounting and Finance.  In 2003 Rebecca also earned additional specialties in Managed Care, Patient Financial Services and Physician Practice Management.  She became a FHFMA in 2003.  Rebecca's term on the BOE is 2007-2010.

Annette N. Baker, FHFMA

Annette is the Department Manager for  Provider Reimbursement at Blue Cross/Blue Shield of Alabama in Birmingham, Alabama.  Annette has an MBA from Samford University, Birmingham, AL.  Annette joined HFMA in 1992 and has been actively involved with HFMA national, and her chapter ever since.  She received her CHFP in 1998 with specialties in Managed Care and Physician Practice Management.  She received her Fellowship later that same year.  Annette is a recipient of the Medal of Honor (2005), Muncie Gold (2002), Reeves Silver (2000) and Follmer Bronze (1997) Founders Awards.  She will serve on the BOE through 2012. 

Debby A. Chanen, FHFMA

Debby is the Senior Director of Managed Care and Network Development for Adventist Health Managed Care in Glendale, California. She has been an active member of HFMA since 1995 and served as Chapter President for the 2007-08 chapter year.  She earned her CHFP in 1997 with a specialty in Managed Care.  She became a Fellow of HFMA in 2004.  Debby is the recipient of the Muncie Gold (2005), Reeves Silver (2003) and Follmer Bronze (2001) Founders Awards.  Debby's term on the BOE is 2008-2011.

Bryan W. Chalmers, CHFP, CPA

Bryan is the Chief Financial Officer for Teton Medical Center in Choteau, Montana.  Bryan has a BS in Business Administration with an emphasis on Accounting, and a BA in Social Work from the University of Montana, Missoula, MT.  Bryan has been an active HFMA member since 2001 participating in various volunteer roles including Certification Contact, Newsletter Chair and Chapter Director.  He earned the HFMA Founders Follmer Bronze Award in 2008. He earned his CHFP in 2004 with a specialty in Physician Practice Management.  Bryan is a member of the BoE PPM Group, and will serve on the BoE through 2011.

Keith Eggert, FHFMA

Keith is the Vice President, Revenue Management for Orlando Health in Orlando, Flroida.  He has been an active HFMA member since 1994, holding various leadership positions at the national level including Chair of the Patient Financial Services Forum Advisory Council and member of the HFMA National Advisory Council (NAC).  He earned the HFMA Founders Follmer Bronze Award in 2003.  Keith earned his CHFP in 2003 with a specialty in Patient Financial Services and became a Fellow of HFMA (FHFMA) in 2004. Keith will serve on the BOE through 2011.  

Matthew Levsen, FHFMA, CPA

Matthew is the Assistant CEO at the University Of Missouri Health Care in Columbia, Missouri.  Matthew has been an active HFMA member since 1991.  He has been activley involved with HFMA national and his local chapter for many years, taking on numerous volunteer positions inlcuding Chapter Program Chair, Chapter President, and Regional Executive.  Matthew is a recipient of the Medal of Honor (2008), Muncie Gold (2005), Reeves Silver (2003) and Follmer Bronze (2000) Founders Awards.  He will serve on the BOE through 2012. 

David K. Livingston, FHFMA

David is the Director of Managed Care for Trinity Health in Novi, Michigan.  He has been an active HFMA member since 1997.  David has been actively involved in the chapter and has served as the Chapter Certification Contact and Newsletter Chair.  He earned the Follmer Bronze Founders Award in 2006.  David earned his CHFP in 2005 with specialties in Accounting and Finance and Managed Care.  He earned a third specialty, Physician Practice Management, in 2006 as well as earning his FHFMA.  David will serve on the BOE through 2010.  

Mary W. Madura, FHFMA, CPA

Mary is the Director of Finance at Memorial Healthcare System in Hollywood, Florida. She has been an active member of HFMA since 1984.  Mary has volunteered at the local chapter and National levels.  Some of those roles include: member of the Regional Executive Council, Chapter President, Chapter Certification Contact and Chapter Treasurer  She is the recipient of the Muncie Gold (2005), Reeves Silver (2002) and Follmer Bronze (2000) Founders Awards.  She earned her CHFP in 2004 with a speciality in Accounting and Finance.  Mary became a FHFMA later that same year.  Mary's term on the BOE is 2008-2011.

Diane L. Maheux, FHFMA

Diane is the Director of Reimbursement and Revenue for LRG Healthcare, Laconia, New Hampshire.  Diane has a B.S. in Business Management Science and a Masters of Business Administration from Plymouth State College in New Hampshire.  Diane joined HFMA in 2001 and has been actively involved in her chapter ever since.  She has held various leadership positions including Certification Contact and Chapter Director.  She received her CHFP in 2003 with specialties in Accounting and Finance and Patient Financial Services.  She is the recipient of the Follmer Bronze Award (2003).  Diane earned her FHFMA in September 2006.  She will serve on the BOE until 2010. 

Paula Abdo Nelson, FHFMA

Paula is the Chief Financial Officer at Queen Of Peace Hospital in New Prague, Minnesota.  She has been an active HFMA member since 1988, holding various leadership positions in the chapter for over 15 years, including Chapter President, Chapter Director and Chapter Treasurer.  She has earned the following Founders Awards: Medal of Honor (2005), Muncie Gold (2001), Reeves Silver (1999) and Follmer Bronze (1996).  Paula earned her CHFP in 1995 with a specialty in Accounting and Finance, and became a Fellow of HFMA later that same year.  Paula will serve on the BOE through 2010.  

Renee A. Rasmussen, FHFMA, CPA, MBA

Renee is the Senior Vice President of Finance/CFO at Allen Memorial Hospital in Waterloo, IA.  She has an MBA in Business Administration from University of Iowa, Iowa City, Iowa.  Renee joined HFMA in 1991.  She has held various leadership positions in her local chapter including Chapter President, Program Chair, Certification Contact and Chapter Director.  She received her CHFP in 1995 with specialties in Accounting and Finance and Managed Care.  Renee also became a Fellow of HFMA in 1995.  She will serve on the BOE until 2012. 

Tammy L. Shepherd, FHFMA, CPA

Tammy currently works for Medical Admin Services Of KU Med in Westwood, KS as their Chief Financial Officer. She has been an active HFMA member since 1995, serving on various chapter committees over the past ten years.  She has a BA in Accounting from Kansas State UniversityShe is the recipient of the Muncie Gold (2005), Reeves Silver (2004) and Follmer Bronze (2001) Founders Awards.  Tammy earned her CHFP in 2002 with a specialty in Physician Practie Management.  She became a FHFMA later that same year.  Tammy will serve on the BoE through 2012.

John M. Scanlan, FHFMA

John currently works for Maimonides Medical Center (Brooklyn, NY) as Senior Vice President Finance. He has been an active HFMA member since 1984, serving on various chapter committees over the past eleven years.  He currently serves as the Chapter Certification Contact. He is the recipient of the Medal of Honor (2005), Muncie Gold (2002), Reeves Silver (1999) and Follmer Bronze (1996) Founders Awards.  He earned his CHFP in 1994 with specialties in Accounting and Finance and Patient Financial Services.  John also received an additional speciality in Managed Care two years later.  He became a FHFMA in 1994.  John will serve on the BoE through 2011.

Dean H. Tateyama, CHFP

Dean is the Director of Reimbursement at Hawaii Pacific Health in Honolulu, Hawaii.  He has a Bachelor's in Business Administration from the University of Hawaii.  Dean has been an active HFMA member since 1991 participating in various volunteer roles including Secretary, Treasurer, Director and Founders Contact.  Dean served as Chapter President in 2004.  Dean is a recipient of the Muncie Gold (2005), Reeves Silver (2003) and Follmer Bronze (1999) Founders Awards.  He earned his CHFP in 1996 with a specialty in Managed Care.  He will serve on the BOE through 2010.

David A. Williams, FHFMA, CPA

David is a Partner at Horne LLP in Jackson, Mississippi. He has been an active HFMA member since 1991, holding various leadership positions at the national and chapter levels including Regional Executive, Chapter President, Chapter Treasurer and Certification Contact.  David is the recipient of the Medal of Honor (2003), Muncie Gold (2000), Reeves Silver (1997) and Follmer Bronze (1995) Founders Awards. He earned his CHFP in 1991 and became a Fellow of HFMA (FHFMA) in 1993. David  will serve on the BOE through 2012.
