Senate Finance Committee Chairman Max Baucus has unveiled an $856 billion healthcare reform bill that would expand coverage to 94 percent of the U.S. population through Medicaid expansions and an individual mandate to purchase insurance, with low-income subsidies.
The plan would create state-based insurance exchanges to expand access to affordable insurance products and create new not-for-profit co-ops instead of a public plan option.
