HFMA Comment Letter on IRS’s Proposed Rule: Additional Requirements for Charitable Hospitals, Section 501(c)(3)

HFMA submitted comments in response to the Department of the Treasury and IRS’s proposed regulations under Section 501(r) of the code, as published in the June 26, 2012, Federal Register, pertaining to tax-exempt hospitals’ financial assistance policies, emergency medical care policies, limitation on charges, and billing and collection procedures. 

HFMA’s comments on the proposed rule to the IRS focus on clarification and change in the following areas:

  • Duplicative or conflicting procedures and requirements
  • Burdensome processes and record keeping
  • Inconsistent standards and unintended consequences
